You can get a new Schengen visa in Germany. About the details you have to ask the Hungarian Embassy. It is the same situation in the other Schengen countries.

May I get a visa at the border, in the airport?

No.

I need a visa for Hungary. What I have to do?

First you have to find an accommodation in Hungary. If you have an accommodation, you can apply for the visa in the Hungarian Embassy in your country. For detailed information go to the homepage of the Ministry of Foreign Affairs.
